能源投资开发项目可控的关键环节研究

摘要：以大江大河上投产运行着的多梯级水电站为例，提出能源投资项目的“四算”概念，并倡导遵循“四算不等式”规律，作为项目投资可控的关键，也是基础中的基础。实操过程中，往往容易忽视“四算”，或者顾此失彼，要系统地、细致地、连续地看待和把握“四算”规律，回归基础，注重基础，扎实项目建议书和可研阶段的投资估算、初步设计阶段的设计概算、施工图设计阶段的施工图预算以及竣工验收阶段的财务竣工决算，从制度和人才入手，把控能源投资的关键，获得能源投资的预期回报，保全能源资产的保值增值。

Summary：Take the multi-stage hydropower stations in operation on large rivers as an example,the concept of "four calculation" for energy investment project is put forward, and the principle of "four calculation inequality" is proposed, which is the key of controllable project investment and the foundation of foundation. In the process of practical operation, it is often easy to ignore the "four calculations", or ignore this one and lose the other. It is necessary to systematically, carefully and continuously treat and grasp the "four calculation" law, return to the foundation, pay attention to the foundation, solidly carry out the investment estimation in the project proposal and feasibility study stage, the design budget in the preliminary design stage, the budget in the construction drawing stage and the financial final accounts in the completion acceptance stage We should control the key of energy investment, obtain the expected return of energy investment, and maintain the value and value of energy assets.
